State Legislative Round-Up

  • ACR’s State Government Relations Team tracked over 400 bills during the 2023 state legislative sessions.
    • This includes 100 plus bills on scope of non-physician personnel.
      • Nurses and Physician Assistants independent practice.
      • Physician Assistants attempting to change their title to “Physician Associate.”
      • Mid-levels wanting to use/ supervise fluoroscopy.
      • Physical therapist wanting to order diagnostic imaging.
    • 70 plus bills on breast health.
  • Legislative victories dealing with no cost-sharing for breast diagnostic workup coverage in MD, MO, NM, MT, ND, and PA.
    • Similar bills were proposed in at least 20 other states and will likely be re-introduced in 2024.
  • Legislative victories dealing with non-physician scope of practice expansion in KY, MD, MS, MT, NM, IN, SD, MD, MO, OK, NM, RI, VA, WA, WV, TX.
  • Prior Authorization/ Gold Carding passed in: ND, VA & WV. This will continue to be a very popular topic in 2024.


ACRA Invites State Radiological Societies to apply for a Scope of Practice (SOP) Grant.

The ACR has updated its SOP micro-website, which features a wide variety of resources for state chapters, including:
  • State SOP legislation tracked by the ACR
  • Educational requirements of a radiologist and the value of physician-led care
  • ACR communications and sign-on letters
  • Advocacy-related SOP handouts

Resident Advocacy 101 Program

The American College of Radiology® (ACR®) State Government Relations staff launched a Resident Advocacy 101 program in 2022 to educate radiology residents about how to become involved in advocating for patients and the profession. In 2022, this program reached more than 160 residents at nine different radiology residency programs. Resident Advocacy 101 is a 1-hour presentation, led by ACR government relations staff and state radiological society leaders. The program features presentations explaining how to get involved in state-level advocacy.
